Ann Marie has worked in the construction industry since 2018 and has maintained a results driven approach to the evolving industry; developing process improvements to create a seamless transition from estimating to project management. She is also responsible for the fulfillment of Pre-Qualifications and Request for Proposal packages to generate new business and term contracts for repeated business & development.

Superintendent
Yves brings many years’ experience managing and supervising commercial construction projects to his role as Site Superintendent at RMT. He has worked in all sectors of the industry including retail, residential, nonprofit, institutional, educational, and governmental on project scopes including repair, additions, installations, and major renovations. Yves supervises all construction activities on site including assigning teams to specific jobs, providing training or directing the order of tasks to be performed, communicating safety procedures, and tracking costs of labor and materials in order to stay on budget. He ensures the proper performance of all subcontractors in both quality and timeliness of their work. He prepares and distributes all necessary project administrative documents including daily reports, lookahead schedules, incident reports, safety inspections, and material delivery tickets.
Founder & Chief Executive Officer
Beginning his construction career as a masonry apprentice, Warren Thomas has always been a problem solver and actively takes the initiative in the pursuit of success. After several years of working for very well known, large scale General Contractors, he was able to utilize his knowledge & experience to fully understand the dynamics of a large scope construction project, he founded RMT Construction & Development Group. This along with a natural ability to relate to Owners, Architects, and Subcontractors alike, allowed Warren to bridge the gap and bring countless projects from conception to completion. With over 25 years of experience in the industry, he’s built a foundation of trust, quality workmanship, and professionalism for RMT Construction & Development Group.
Warren maintains all Class A Contractor licensing as well as his Responsible Land Disturber certification through the Commonwealth of Virginia State Department of Environmental Quality Water Control Board. As CEO, Warren oversees all aspects of the firm’s corporate operations including Construction, Financial Growth, and Real Estate Development opportunities. Warren also remains actively involved and is a key member of the Business Development team. Having been actively involved in numerous multi-million-dollar projects and working closely with Developers, Architects, and Engineers, his leadership and expertise is invaluable.
Warren has remained actively involved with several national and local organizations including Associated Builders & Contractors, Associated General Contractors, Greater Richmond Association of Commercial Real Estate (GRACRE), Rebuilding Together of Virginia (Board Member), and several others. His industry expertise includes Healthcare, Higher Education, K-12 Education, Industrial, Corporate, Hospitality, Retail, Multi-Family, Aviation, and Government (Federal, State & Municipal) projects. He also dedicates himself and resources to organizations like Habitat for Humanity, CARITAS, and Better Housing Coalition to help increase affordable housing opportunities in his local community.
Superintendent
Tim earned his Bachelor’s degree in Psychology with a Minor in Human Services from Old Dominion University. His job responsibilities include maintaining site safety compliance, overseeing daily jobsite activities, facilitating contractor/owner meetings, inspections, and project schedule adherence. Tim is also highly experienced with abatement and demolition projects in both vacant and occupied spaces, and maintaining egress, traffic control, security, and safety on all projects. Tim takes pride in building and maintaining client relationships. He treats all clients with respect and is always available to address any concerns and answer all questions, maintaining a healthy line of communication with every client. Tim values delivering a quality project with exceptional workmanship, on time and within budget, going above and beyond expectations. Outside of work, Tim enjoys spending time with his family and his Alaskan Malamute named Max. He also enjoys riding his motorcycle and attending bike week annually. Tim is the business manager for his bike club and facilitates fundraiser events which benefit The Children’s Hospital of VCU.
Administrative Operations Manager
Walking through the doors at RMT Construction and Development Group, you will be greeted with the warmest smile and kindest “Hello, how can we help you?” than anywhere else in the State. Being a Southern North Carolina native, Summer treats everyone she meets as a friend that she doesn’t know yet, and she proves that every day. “I feel it is very important to treat all people with respect and I pride myself on making sure professionalism is reflected to everyone, whether it is a subcontractor, client, vendor or delivery personnel” she says. Summer has an Associate Degree in Human Services and is also a member of the Honor Society – Phi Theta Kappa. Over the last several years, she has played an integral role in ensuring smooth onboarding new employees, record keeping, project status, scheduling, updating expense reports, updating field reports, and supporting the accounting department. Summer also ensures that all her colleagues have the administrative support required on project bid dates, in office meeting dates, as well as event days – she’s always ready for anything. At any given time that you walk through the lobby, you may see her reviewing documents, entering invoices, providing notary service or simply asking a coworker how their family is doing. The world would genuinely be a better place with more people like Summer.
In her free time, she can be found visiting wineries around the State, shopping for deals and steals at local retail shops, where she has actually styled other shoppers, and sometimes relaxing to tunes of R&B bands. Summer also enjoys spending quality time with her family and friends.
Operations, Safety and Quality Control Manager
Stephen oversees the day-to-day operations in our construction division. He spends a mix of his day in the office and the field, performing quality control checks, job site safety checks, and meeting with clients and our staff of project managers. Stephen combines the knowledge from his Business Management degree with his over 20 years of experience focused on diverse projects in residential, historic renovation, commercial, and industrial construction to benefit our team and every project we deliver. He is actively involved with every project to ensure quality excellence and an overall superior experience to our clients. Stephen enjoys time with his wife, sons, and three dogs. You will often find him working on projects such as rebuilding motors, dirt bikes, and anything engineering related.
President & Chief Financial Officer
Since day one of cofounding RMT Construction & Development Group with her husband, Warren Thomas, Starlena has been a true champion and advocate for the prosperous financial strength, development, and success of RMT. Starlena understands that hard work, integrity, and grit go a long way in business – especially one that’s in an industry that’s predominantly male. Known to friends, colleagues, and family as ‘Star’, you can be certain that she will ensure RMT’s qualifications are first order. Star is also a licensed Real Estate Agent and has specialized in Affordable Housing, with a background in finance and business management. As CFO, Star is responsible for overseeing the financial operations for the company as well as executing RMT’s financial strategy plan, which is created in collaboration with our CEO and COO. Star oversees the Human Resources Division, payroll activities, accounting, record keeping, and contributes to the focus and direction of RMT.
Over the last 15 years, Star has also worked in various capacities within the real estate, development, and construction industry. She has worked with several low-income housing providers to locate, acquire, and restore blighted properties in the City of Richmond, Henrico County and Chesterfield County. Star is responsible for restoring many of these dilapidated properties, turning them into safe, efficient, and appealing homes, therefore adding value to their communities. Using her credentials to serve a public good makes Star a priceless asset.
People may not get to see her often as she is mostly working behind the scenes, but we all know she’s there – especially when you hear her contagious laugh echoing through the office complex! Providing for her employee’s is also something that Star, along with her husband Warren, are passionate about. Making RMT not only an excellent employer, but a competitive one as well.
Executive Vice President and Chief Operating Officer
For over 25 years, Robert has made an impact and left a footprint on the commercial construction industry in Central Virginia and in 38 other States. Robert originally joined RMT in 2010 as its Vice President of Business Development and Preconstruction. Between 2013 and 2019, Robert has held leadership roles for several prominent regional construction management and real estate developers including Hourigan and Thalhimer’s real estate development and construction subsidiaries. Robert’s experience also includes working for a national contactor and development & construction management firm, EDC, that specializes in large retail power centers and office buildings. His senior leadership and executive positions with industry leading firms has been instrumental in the growth and success of many multi-million-dollar developments ($100 MM+).
Due to the tremendous growth RMT was experiencing, Robert re-joined RMT in the summer of 2019 as our Executive Vice President and Chief Executive Officer and his responsibilities include the daily management of our preconstruction department, business development unit and our project management teams and serves a key member of our executive leadership team. Robert’s prior experience as an estimator and project manager along with his present role as a senior executive gives him the knowledge and confidence to navigate difficulties encountered during a project’s construction lifecycle from pre-construction to Certificate of Occupancy. Robert holds an MBA form Averett University and is a veteran of the United States Marine Corps where he learned invaluable discipline and leadership skills that he continues to practice and instills in our next generation of industry leaders.
Robert continues to be active in the development of young construction professionals and is active in many industry related groups. He currently sits on the local board of directors for the American Society of Professional Estimators and earned the Certified Professional Estimator Designation (CPE) in 2015. Robert is also active with the National ASPE organization and serves as a member and advisor on the technical standards committee which is responsible for the development of the three-volume manual that CPE candidates’ study to pass the CPE exam. He also is active and served on boards with GRACRE, AGC, and IFMA. He has also volunteered for Junior Achievement and was a board member and past president for Rebuilding Together for twenty years, a non-profit that works with low income, elderly homeowners in the Richmond-Petersburg areas to renovate their homes so they can safely age in place. He also sits on the advisory committee for a local non-profit, Hand Up Resource Center, that seeks to provide housing for military veterans.
Preconstruction Manager
John brings decades of experience in carpentry, dry wall, material take offs, estimating and project management to our team. His experience taking projects from conception to delivery, from estimating to project management to final walk through, is invaluable as he understands the full scope of work when estimating each project. John is responsible for preconstruction activities along with preparing full general contractor estimates for competitive bidding. John also coordinates and finalizes the estimates on bid day. Outside of work John enjoys spending time with his family.
Superintendent
While prioritizing performance and ensuring delivery of an exceptional project, David also focuses on fostering client relationships and transparency. With over 30 years of working in the commercial construction and development industry, he understands the importance of safety, structure, reliability, and communication no matter the magnitude of the project. His experience includes military/government, healthcare, industrial, higher education, retail, and multi-family construction. Whether it’s new construction, complex renovations, adaptive re-use and building alterations, or tenant improvements and repairs, David brings a wealth of knowledge and expertise to every project that he is assigned to. As Superintendent on any RMT project, David enforces and complies with all OSHA and VOSH regulations to ensure everyone’s safety and maintain an injury free construction site. He oversees the project to control cost and confirm that the project stays on budget. He conducts daily and weekly safety toolbox meetings with all project personnel, including trade contractors. David manages the daily site activities, tracks progress and performance, material and equipment deliveries, quality control, scheduling inspections and maintain records of results, and participates in all Owner/Architect/Contractor meetings. David is Procore certified, OSHA 30 certified, and has a degree in Construction Management.
In David’s free time, he can be found on the water at the lake or the beach with his family.
Project Engineer
Daniel’s enthusiasm for solving problems and commitment to constant learning and improvement will unequivocally guarantee continued success for him. A graduate from Virginia State University, Daniel’s Master in Project Management and Economics degree along with his Bachelor of Mechanical Engineering Technology degree are a perfect tie-in to his tenacity when he’s assigned a project. Daniels past experience highlights include being a Field Engineer on a $14 million Higher Education Renovation, an MEP Intern on a $50 million Performing Arts Building Renovation and Addition, and a Field Engineer Intern on an $87 million New Construction Health Medical Building. After his exposure in his first year and a half in Junior Superintendent roles, Daniel is now taking his quality driven mentality to the Project Management side of construction in RMT’s Operations Department. Daniel has also acquired his OSHA 30 and is Procore Certified in all 7 Procore Certifications. He is also well versed in exercising quality control for civil improvements to community centers and high-rise buildings. Some of Daniels other responsibilities include daily monitoring and reporting of sub-contractor field operations including the fulfillment of safety regulations, equipment inspections and work progress tracking regarding project schedule. As an Assistant Project Manager, he also participates in recurring OAC meetings, sub-contractor meetings, and safety meetings onsite. He is responsible for QC Document creation, and QC of above ceiling grid MEP, and report conflicts to MEP Superintendent.
While Daniel is working on reaching his career goal of becoming a full time Senior Project Manager, in his down time he enjoys church activities, watching and playing soccer and basketball, hiking and camping. He also mentors’ college students at VSU, through previous academic and faith-based campus groups.
Special Projects Manager
Armed with a Bachelor of Science Degree in Mechanical Engineering Technology from Virginia State University, a focus study of Drafting, Design, and Architecture from J. Sergeant Reynolds, and over 6 years of field experience, Corey maintains a successful project track record and continues to excel in the construction industry. Corey works closely with his project team to create, implement, and execute a strategic plan for each project he is assigned to. While ensuring that project deliverables are on time and within budget, Corey leaves no room for compromising the required level of quality that clients expect. Corey has successfully completed numerous multi-million dollar underground utility & commercial boiler & hot water tank improvement projects for multi-family establishments. He has also successfully completed the total replacement of mechanical systems to aging State Agency buildings, while the buildings were in use and without interruption of services to occupants. He was responsible for the coordination, control, and completion of the project from beginning to end. Corey is certified and skilled in the use of several Project Management tools and software, including Procore, that track the day-to-day activities of the project which assists him in efficiency and record keeping. As Project Manager, Corey facilitates weekly OAC meetings, weekly subcontractor meetings and QC review meetings with his project team. Corey is also OSHA 30 certified and ensures safety compliance on all of his project sites.
Being a father to his boy/girl set of twins and a dedicated husband, he spends most of his time outside of work with his family. He also enjoys running with his German Shepherd, Cash.
Project Engineer
After graduating from Columbia College Hollywood with a Bachelor of Science in Digital Media and Digital Art, Arraon applied his passion and imagination in numerous ways by managing projects, creating curriculums, and leading teams in various industries. As a graphic artist marketing services to potential clients, Arraon designed the layout and managed the construction of commercial sets, produced and edited advertising videos, created storyboards as part of pre-production, created and designed 2D and 3D animated logos, and coordinated and managed talent for shoot days. After finding his niche in the Commercial Real Estate industry, he immediately connected with the next generation of builders and Real Estate investors. This ultimately unveiled his passion for the future of construction. Being self-driven and determined, he embarked on the journey to assist in the preservation of existing landmarks and the revitalization of underserved communities. Arraon also aspires to “leave this planet better for the next generation”. To contribute to that, he has researched and worked with renewable resources and clean energy to help advance the efforts.
As a Project Engineer at RMT, Arraon has been instrumental in ensuring timely submission and approval of project permitting, tracking, providing digital progress reports, and marketing. He works directly under the commercial Project Management team and assists with LEED based “green” building, Higher Education, Healthcare, and Historical Restoration.
Spending quality time with his family is where Arraon will be when he’s away from work. “I love learning and teaching and I’m a Trader Joe’s connoisseur”.
Residential Project Manager and Estimator
CJ’s degree in Business Management combined with his years of industry experience help CJ ensure RMT’s Residential projects are delivered on time and within budget. CJ has a passion for helping others which allows him to build lasting relationships with our clients and deliver outstanding customer service on every project. CJ is also passionate about construction and is honored to work in a trade taught to him by his grandfather, himself a third generation carpenter from Spain. Outside of work, CJ enjoys building custom wood items, and playing pool, golf, and basketball with his two sons.
Project Manager
Varun earned his Bachelor’s degree in Civil Engineering from The Maharaja Sayajirao University in India, and his Master’s degree in Civil Engineering and Construction from The University of Texas. Varun is a results-driven, construction management professional with many years of experience in commercial ventures. He has a successful track record of completing many high-profile projects, working with teams of architects, clients, and vendors, while maintaining budgets and deadlines. Varun also facilitates field operations and techniques for optimal productivity and cost savings while building positive client relationships. Outside of work, Varun enjoys spending time with family and friends, hiking, reading, playing cricket and chess, and listening to podcasts.
